Our Story
Scalability Data, Ltd Co. traces its roots to 2002 when founder Ryan Riggs began providing independent consulting services to major financial institutions. In 2013, Scalability Data was formally established, expanding its focus beyond financial services to include government, analytics, and data architecture.
In 2016, Scalability Data achieved certification as a Service-Disabled Veteran-Owned Small Business (SDVOSB) and became an Adobe reseller. By 2017, the company had secured federal contract awards with the Department of Veterans Affairs, supporting analytics, data governance, and integration programs.
The company was formally sunset in 2020 when the founder returned to federal service as an IRS Branch Chief, managing AI initiatives, enterprise APIs, and the Affordable Care Act program with 120 staff and a $125M budget.
Following separation from federal service in September 2024, Scalability Data relaunched in October 2024 with an expanded focus on CMMC compliance and cybersecurity for defense contractors. The company developed the Safeguard platform — a SaaS solution for CMMC Level 1 certification — based on the founder's 2023 implementation of FTC Safeguards Rule compliance for a financial services client.
Today, Scalability Data operates as a boutique consulting firm backed by partnerships with national consulting organizations to provide reach-back capacity when projects require scale. The company achieved Adobe Solutions Partner (Bronze) status in 2025 and maintains an Adobe reseller relationship established in 2016.

Founder & Managing Director
Ryan brings 25+ years of technology leadership across federal service and Fortune 500 organizations. His career spans from database engineering through executive leadership, including managing 120 staff and contractors with a $125M annual budget as IRS Branch Chief.
Ryan served at the Internal Revenue Service (March 2020 - September 2025) as Section Chief and Acting Branch Chief for the Application Security Branch. He managed 120 staff and contractors with a $125M annual budget, overseeing software and infrastructure vulnerability management, enterprise API programs, AI initiatives, and directed a $190M contract recompete.
Following separation from federal service in September 2025, Ryan relaunched Scalability Data in October 2025 with an expanded focus on CMMC compliance and cybersecurity for defense contractors.
